In the 2010, issues 3 of Chinese Lawyer magazine, Dacheng Senior Partner Xu Yongqian’s article “Legal Strategies and Practices for Balanced Urban and Rural Development” was featured as the front-page article.
Balanced urban and rural development is a major strategic concept in the CPC’s 16th National Congress and a fundamental requirement in the building of a Xiaokang society for all people.
The article follows the guidance provided in the 2010 Number One Document, “CPC Suggestions for Expanding Balanced Urban and Rural Development Efforts to Further Solidify the Foundation for Rural and Farming Development”, which addresses the most pressing policy matter for this year. In the article, Mr. Xu provides a perspective from the legal profession on six practice areas relating to balanced urban and rural development as well as specific strategies and practices to operate in those areas. The six practice areas are: serving as province and county level government legal counsel; providing legal services in the rebuilding of villages in stuck in the transitional phase of urbanization; help institute business reforms for rural economic collectives; provide legal services in New Country real estate matters; forming specialized farmers co-ops and modernized farms; other legal areas relating to the balanced urban and rural development and the building of a new countryside.
