On August 1, 2013, experts gathered at the Beijing headquarters to review two researches led by Dacheng. One research focused on the rational use of patents in re-innovation in specific areas of strategic emerging industries (SEIs) and the clarification of scope of patent protection; the other studied guidance for formulating corporate IP strategy. Beijing Intellectual Property Bureau organized the event, with its deputy director Zhou Yan and head of its Industry Promotion Division Zhang Boyou acting as co-hosts of the review conference. The panel of experts included: Sun Wei, training center director of State Intellectual Property Office of PRC; Yan Weiqun, deputy director of the Overseas Chinese Affairs Office of the People’s Government of Beijing Municipality; Gao Lianshun, deputy director of Intellectual Property Bureau of Chaoyang District, Beijing. The experts listened to the research teams’ reports and made inquiries into relevant issues before finalizing comments and opinions.
According to the Central Committee of CPC, Beijing Municipal Committee of CPC and Beijing Municipal Government, we should reinforce the essential role of intellectual property in indigenous innovation and competitiveness enhancement of strategic industries, highlight and implement the orientational role of intellectual property in major science and technology programs, key industry revitalization projects and SEIs. Such guidelines are set in a bid for China to master and deploy in advance an array of core patented technologies, rationally distribute them at home and abroad, ultimately build core competitiveness and develop an industrial and economic development mode driven by high-end elements.
The research project was led by Dacheng senior partner Wang Weidong, who is also director of Intellectual Property Division at the Beijing headquarters. After months’ coordinated efforts from the steering team and the working team, research reports were completed, which drew unanimous recognition from the panel of experts in terms of the research orientation, content, analysis of patent data, and sample scheme in each of the reports. The experts judged the findings innovative and feasible, capable of offering insights to corporations to address some of the related issues. They gave approval to Dacheng’s research project and suggested promoting the findings in corporate units after they were perfected.
