Legal Security Forum Organized by Dacheng Successfully Held

On October 27 2013, the 2013 Legal Security Forum organized by Dacheng was successfully held at the Capital Hotel, Beijing. The forum was initiated by International Business Daily (a publication of Ministry of Commerce) and China Security and Development Association and organized by the Law School of Fudan University and Beijing Dacheng Law Offices. Nearly five hundred people, including representatives from state ministries, ex-political heads of foreign countries, chairmen, general managers and general counsels of renowned Chinese enterprises as well as legal professionals from all over the world participated in the forum, the theme of which was “coordinating national and international forces to build an integrated legal security system”.
 
Over 50 experts delivered speeches at the two-day forum, including politicians past and present such as Dr.Jorge Torres-Pereira, Portugal’s ambassador to China, Mr. William Zarit, Minister-Counselor of Commerce from US Embassy in China, Kris Panday, Minister-Counselor of Commerce from Canadian Embassy in China, Donald J. Johnston, former Secretary-General of OECD and Geoff Raby, former Australian Ambassador to China. Leaders from SASAC of the State Council, State Administration of Foreign Exchange, Ministry of Commerce, General Administration of Customs, China Banking Regulatory Commission and the Legislative Affairs Office of the State Council also made wonderful speeches. Peng Xuefeng, founder of Dacheng and member of the CPPCC Standing Committee gave heart-warming congratulatory remarks. The forum attracted heads and general counsels of well-established enterprises who shared their own experience in implementing the strategy of going out. These guests included Mr. Liu Yonghao, chairman of New Hope Group, Mr. Xu Zongxiang, vice-president of CSR Corporation Limited, Mr. Yue Linkang, chief economic engineer and Party group member of Guangdong Nuclear Power Group, Mr. Yang Guang, director and vice-president of Citibank, Mr. Yang Aimin, general manager of International Business Department of China Construction Bank headquarter, Ms. Chen Lijie, general counsel of China Mobile, Mr. Zhao Liguo, general counsel of CNOOC, Mr. Zhang Jixing, director of Legal Affairs Department of Sinopec, Mr. Liu Xinquan, general counsel of Wuhan Iron and Steel (Group) Company, Mr. Wang Shubao, general counsel of PowerChina, Mr. Nie Ying, general counsel of China National Aviation Holding Company, Mr. Guo Junxiu, general counsel of China Eastern Air Holding Company, Mr. Li Jinsong, general counsel of China Civil Aviation Information Group, Mr. Li Shengjun, general counsel of Beijing Urban Construction Group and Ms. Fu Tong, general counsel of Qihu 360.
 
The forum also gained support from experts and scholars alike such as Mr. Zhang Liqun, famous economist and vice secretary-general of the Academic Committee of the Development Research Center of the State Council, Mr. Wang Chengjie, secretary-general of the Mediation Center of China Council for the Promotion of International Trade and China Chamber of International Commerce, Ms. Gao Xiaohong, vice-president of Institute of Quality Management, China National Institute of Standardization and member of National Technical Committee of Risk Management Standardization, Professor Wan Meng, doctoral supervisor and dean of the School of Law of Beijing Foreign Studies University, Professor He Li, doctoral supervisor from the School of Law of Fudan University and Mr. Gong Baihua, professor of law of Fudan University and business director of Shanghai WTO Affairs Consultation Center.
 
Representatives from firms in the US, Canada, Portugal, Ireland, Italy, Argentina and Brazil expounded on legal issues and risks involved in inbound investment from a practical point of view. The speakers were: Mr. Luís Sáragga Leal, founding partner of Portuguese firm PLMJ, Mr. David Syed, banking and capital market partner and board director of US firm Orrick, Herrington & Sutcliffe LLP, Ms. Caroline Devlin, partner of Irish firm Arthur Cox, Mr. Caro Ruda, partner of Argentinian firm Pagbam, Mr. Paolo Sebastianutti, partner of Italian firm LS Lexjus Sinacta, Mr. Reinaldo Ma, senior partner of Brazilian firm TozziniFreire Advogados, Mr. Nils. Wigginghaus, partner of German firm Brandi and Mr. Lin Shuilong, chief representative of Canadian firm Heenan Blaikie in China.
 
The forum was attached great importance and received strong support from fellow colleagues of Dacheng. Attorney Ma Wei, head of the Kunming office and attorney Cai Jiefeng, general manager of the Moscow office both delivered speeches at the forum. Attorney Ma Jiangtao, senior partner and director of the Supervision Committee of Dacheng, attorney Zhang Hong, director of the corporate practice, attorney Chen Ling, head of the real estate practice, senior partners Cai Kaiming and Tuo Wei, partners Yan Liping and Liang Lanzhi made speeches or hosted sub-forums respectively. Attorney Wu Chenyao, executive director of the Shanghai office and all its partners from the SOEs practice rendered full support for the forum. It also engaged the interest of many peers in the legal profession and clients.
 
The success of the forum exhibited Dacheng’s strong professional appeal among domestic clients and its capacity of organization and coordination across the globe. It is Dacheng’s hope that the forum will be built into a Chinese-born “Davos” in the area of legal practice and government public relations and will sustain the attention and support from colleagues and peers.
 
Mr. Xu Yongqian, vice-chairman of Dacheng and secretary-general of the Legal Security Forum delivered a keynote speech and hosted sessions such as “Conversations among Legal Counsel Chiefs” and “Shanghai Free Trade Zone and China’s Going Out”.
