Dacheng lawyer appointed as member of Beijing Municipal Administration for Market Regulation's Anti-monopoly Expert Pool

Beijing Municipal Administration for Market Regulation recently issued an announcement to release the list of anti-monopoly expert pool members. Beijing Municipality establishes the Anti-monopoly Expert Pool to strengthen the anti-monopoly work, improve the legal and economic analysis of anti-monopoly cases in Beijing, enhance the ability to identify, warn against and prevent monopoly risks, advocate competition culture, and create a favorable competition environment. Mr. Deng Zhisong, a senior partner of Dentons Law Offices, has been hired as one of the Anti-monopoly Expert Pool, with a term of three years (2022-2025).


Beijing Municipal Administration for Market Regulation specifies that the purpose of the open selection and appointment of members of Anti-monopoly Expert Pool is to strengthen the intellectual support and talent guarantee for the anti-monopoly work in Beijing, and improve the efficiency and level of the anti-monopoly work in Beijing. The requirements for the selection and appointment of anti-monopoly experts are as follows: have relevant professional backgrounds in competition law, administrative law, economics, industry policy research, etc., and have high influence and popularity in the fields of competition policies, anti-monopoly, etc.; have international vision of competition policy theory or anti-monopoly practice experience, and have published or issued monographs or papers with wide academic influence in competition policies, anti-monopoly, etc., or have handled anti-monopoly cases with nationwide social influence.


The members of the expert pool, entrusted by Beijing Municipal Administration for Market Regulation, will carry out five tasks, including: (1) Demonstrate anti-monopoly law enforcement cases. Participate in typical case discussion and discussion in respect of the application of law and economic analysis of major and difficult anti-monopoly law enforcement cases, and provide expert advice. (2) Carry out key subject research. We should, by means of special study and joint investigation, etc., follow up the frontier theories in relevant fields at home and abroad, and carry out key subject research on competition policies and anti-monopoly. (3) Carry out fair competition review and assessment of administrative monopoly cases and assessment of the competition status of relevant industries and industries. Provide ex ante, interim, and ex post policy support and assessment for anti-monopoly law enforcement. (4) Provide consultation on important matters of competition policies. Participate in studying and drafting important documents such as competition policies, and provide consultation, opinions and suggestions for anti-monopoly work. (5) Assist in carrying out publicity and training. Provide support such as tutoring and teaching for anti-monopoly law enforcement, competition policy publicity and training.
