Dacheng Successfully Engaged as Legal Counsels of 17 Government Departments in Haiyan County, Qinghai for 2022

In order to strengthen the development of the team of legal counsels in Haiyan County, give full play to the role of legal counsels in promoting the rule of law, rule of law and administration according to the law, and improve the scientific, democratic and rule-of-law level of the government work, Haiyan County hereby provides its legal counsel team with full play. Haiyan County shall select and engage the legal counsels of governmental functional departments of the year from the county legal counsel expert pool. Dacheng Xining Office was selected and engaged as the legal counsel of 17 functional governmental departments in through the comprehensive selection and appraisal.

On June 24, Xining Office of Dacheng and Haiyan Bureau of Justice held a contract-signing ceremony for legal counsels of 17 functional departments in Haiyan County for the year 2022. Jinming Li, Director and Shengxia Yang, Deputy Director of the Bureau of Justice of Haiyan County as well as the persons-in-charge of 17 functional departments in Haiyan County attended the contract-signing ceremony. At the contract-signing ceremony, Shengxia Yang, Deputy Director of the Bureau of Justice of Haiyan County, first introduced the work of legal counsels in Haiyan County. The legal counsel system of Haiyan County has been gradually improved and legal counsels have played an active role in major administrative decision -making, legality examination and administrative reconsideration case handling of the CPC committee, the government and various departments. Meanwhile, given the fact that the government departments are involved in various fields, are highly professional and cover a wide range, the Bureau of Justice of Haiyan County, combined the functions and powers of the government departments, established a full-coverage legal counsel work mechanism by taking the 17 departments with high demand for legal services as a whole. With the improvement of the government's legal counsel system as a breakthrough point, innovated ideas and methods, and established a legal counsel sharing mechanism for the government. This new mechanism enabled the 17 government departments in the county to successfully engage legal counsels and solved the problems in the past of scattered engagement by departments, lack of co-ordination and low quality and efficiency of supervision of legal counsel work. In the meantime, a contract-signing ceremony was held on site and 17 government departments were communicated about the needs for legal services.
