Introduction

Jenny Si has practiced since 2005 and joined Beijing Dacheng Law Offices (Shanghai) in 2011. She is the Co-leader of Dacheng China's Housing Construction and Energy Professional Committee, Co-Leader of Dacheng China's Energy, Natural Resources and Environment Industry Committee, Head of Dacheng Shanghai’s Energy & Natural Resources & Environment Industry Group. Ms. Si was awarded Energy & Resources Deal of the Year in 2023,"Projects and Energy" in The Legal 500 Asia Pacific List 2023, recognized as "Special Mention" in The Legal 500 Asia Pacific List 2022 for Project and Energy Lawyers.

Over the years of practice, Ms. Si has provided perennial legal counseling service for a number of private and state-owned power and energy groups. Ms. Si specializes in counseling renewable-energy-related investments, mergers and acquisitions, and risk control throughout the process of project development and construction.She has hosted over 170 renewable energy investment and financing projects, with a total installed capacity of over 10GW, including centralized photovoltaic projects, distributed photovoltaic projects, compound photovoltaic projects, household photovoltaic projects,centralized wind power projects, decentralized wind power projects, offshore wind power projects, wind power heating projects, intelligent integrated energy projects, etc.

Ms. Si has long been committed to dispute resolution, and has represented various clients, including energy enterprises, investment and financing enterprises, etc., in handling litigation and arbitration related to renewable energy project investments,and has accumulated considerable experience in this area.

Ms. Si is also the associate professor of law at the School of Economics and Management of Shanghai University of Electric Power, and is the director of Renewable Energy Research Center for Business Model and Risk Control. She has been invited to give legal training courses for many power and energy companies and Polaris Power Institute. She is also perennially invited by many large-scale energy groups to give lectures on investments and  risk control in renewable energy projects, constructions and carbon-asset management.

Ms. Si has led her team to research and practice in renewable energy project investments and carbon neutral areas such as carbon market, carbon finance and ESG. The team has set up a Wechat official account Energy Law and posted many professional articles on these topics.

Representative Projects/Matters

Counseled the development of an offshore wind power project in Hainan province with a total installed capacity of over 1GW.

Provided legal counseling service for Shanghai Shenergy Investment Development Co., Ltd. in acquiring several distributed photovoltaic projects from Sunny Technology.

Counseled M&A of the property pack of a hydro-power project, including 10 independent hydro-power sub-projects, with a total capacity of 120MW.

Represented a subsidiary of a large-sacle power generation and investment group in its dispute with a large power generation group under a offshore wind powerline stop loss contract.

Represented a subsidiary of a large-sacle power generation and investment group in its dispute with a construction enterprise in Jinagsu uder the construction contract of a PV power station.

Provided legal counseling service for Copenhagen Infrastructure New Markets Fund I K/S regarding developing renewable energy projects in China.

Provided a large-scale and comprehensive compliance consulting project for a subsidiary of State Grid for new energy and integrated energy projects, and issued a compliance guidebook covering policy interpretation, investment model, development process, case analysis, contract structure and risk control management.

Accepted a commission from a large state-owned listed wind turbine manufacturer to provide full-process legal services on compliance matters related to all new energy EPC projects within the company, including compliance research, compliance rectification, drafting of compliance guidelines, job compliance checklist, compliance training, etc.

Provided legal services to a wind power company for the development and construction of a model offshore wind project in Shanghai.

Served as permanent legal adviser to a second-tier nuclear energy enterprise of a central enterprise.

Permanent legal advisor to the Shanghai branch of a traditional thermal power central enterprise.

Permanent legal adviser to a large state-owned enterprise in the electromechanical industry in Zhejiang Province.
