Ms. Qing Song Rao is a Partner at Beijing Dacheng Law Offices, LLP (Shenzhen). She has 22 years of legal practice experience. Her principal areas of practice include real estate construction and engineering, real estate development and sales, financial investment, corporate law, labor law, criminal litigation, and foreign-related legal services. Her foreign-related practice primarily covers international trade and import-export control, cross-border investment, intellectual property, and international family wealth succession. She is highly experienced in handling various civil and commercial litigation and arbitration matters, criminal cases, and criminal compliance matters.

In the field of construction and engineering, Ms. Rao represented a state-owned enterprise based in Shantou in a series of litigations in Tianjin. The case was recognized as the Annual Best Case by the Shenzhen office. In the area of criminal litigation, she successfully handled a case in which a death sentence was overturned and the defendant was acquitted and released. She also served as the lead defense counsel in the largest organized crime-related case in Jinniu District, Chengdu in the past decade, which was officially designated and supervised by the Ministry of Public Security. Her performance earned high recognition from the client and the client’s family.

In foreign-related civil and commercial matters, Ms. Rao assisted a Singaporean enterprise in regaining corporate control of its invested companies in Beijing and Shenzhen. She also provided legal services to a Japanese investor in resolving complex cooperation disputes involving enterprises established in Hong Kong, Shenzhen, and Shanghai, successfully settling the disputes. Throughout these representations, she demonstrated outstanding strategic planning capabilities and sophisticated non-litigation negotiation skills, receiving high praise from her clients.

Ms. Rao has received multiple awards from the Shenzhen Lawyers Association. In 2022, she was honored with the title of Outstanding Female Lawyer of Shenzhen. She was also awarded the title of Outstanding Volunteer Lawyer by the First Circuit Court of the Supreme People’s Court in 2017 and 2024. Additional honors include Best Talented Lawyer of Shenzhen, Best Female Athlete awarded by the Trade Union of the Shenzhen Lawyers Association, and the Outstanding Contribution Award at the 18th and 19th Shenzhen Lawyers Games.

Ms. Rao currently serves as a Legal Lecturer for the MBA program at Dalian University of Technology, as an arbitrator at the Beihai International Arbitration Court, as President of the Shenzhen Lawyers Swimming Club, and as a Board Member of the Shenzhen Infinity Triathlon Club. She also participated as a core member in the legislative drafting of the Shenzhen Outdoor Sports Management Regulations.
