Cheng Xiaoyan,  born in January 1968,  doctor of Civil and Commercial Law of Jilin University, first-class lawyer, the senior partner and Chairman of the Board of Directors of Beijing Dacheng (Changchun) Law Firm, the vice president of the sixth Changchun Lawyers Association, the legal adviser of Jilin Provincial People's Government and the legal adviser of Changchun Municipal People's Government.
