Mrs. Luo Xinqu holds a master’s degree in international economic law from Wuhan University, graduating in 2017. From 2017 to 2023, Mrs. Luo worked at Zhonglun Law Firm in Beijing as a legal assistant, associate, and senior associate. In September 2023, Mrs. Luo joined Beijing Dacheng Law Firm (Guangzhou) as a partner. Mrs. Luo has built her expertise in anti-dumping/countervailing duty/safeguard (AD/CVD/SG) investigations, as well as WTO dispute settlement, corporate compliance, export control and economic sanctions against China.
Mrs. Luo has been engaged in international trade law, especially legal issues concerning trade remedy for more than 6 years. Mrs. Luo has represented clients in more than 100 trade remedy cases across jurisdictions globally, inter alia, the United States, the European Union, Canada, Australia, India, the Philippines, Vietnam, Thailand, Malaysia, Japan, Indonesia, the Eurasian Economic Union and the Gulf Cooperation Council, etc. In addition, Mrs. Luo has also represented the sovereign, various Chambers of Commerce of Imports & Exports and industry associations in China in responding to AD/CVD/SG investigations.
Mrs. Luo has in-depth research and practical experience in legal issues concerning AD/CVD/SG investigations as well as investigation procedures of the European Union, the United States, Canada, Australia and other countries, and is expert in planning the best strategies of response for clients. Extremely familiar with AD investigations of the United States, the European Union and the United Kingdom, especially the calculation of dumping margins, Mrs. Luo has a deep and unique understanding of the calculation of profit margin and normal value.
Represented Guangzhou Rariro Vehicle Co., Ltd., Guangzhou Langqing Electric Car Co., Ltd., Guangzhou Borcart Electric Vehicle Co., Ltd., Guangzhou Sachs Bikes Technology Co., Ltd., and Guangdong Yatian Industrial Co., Ltd. in responding to an anti-dumping and countervailing investigation initiated by the United States on low speed personal transportation vehicles originating from China. Responsible for responding to questionnaires, collecting, processing and analyzing relevant data. The case is currently in progress.
Represented the Chinese industry in responding to an anti-dumping investigation initiated by the EU (European Union) on lysine originating from China. Responsible for formulating response strategies, collecting, processing and analyzing relevant data, and submitting relevant comments. The case is currently in progress.
Advised a leading state-owned enterprise on compliance with UFLPA when setting up a factory in Xinjiang. Responsible for the risk analysis and monitoring and the establishment of a compliance system related to the UFLPA.
Represented the Chinese industry in responding to an anti-dumping investigation initiated by the GCC on ceramic sanitary originating from China and India. Responsible for formulating response strategies, writing written responses to questionnaires, collecting and processing data, calculating the dumping margin, assisting the investigation authority during the verification visit, and submitting comments to the investigation authority on behalf of the Chinese ceramic sanitary industry. Visited Riyadh, Saudi Arabia, to attend the hearing on behalf of the CCCMC and delivered a speech in English.
Represented Franke (China) Kitchen Systems Co., Ltd. and Jiangmen Xinhe Stainless Steel Products Co., Ltd. in responding to an anti-dumping investigation initiated by Australia on stainless steel sinks. Responsible for formulating response strategies, collecting and processing data, and responding to questionnaires. The case is currently in progress.
Represented Foshan SHI PAK Furniture Co., Ltd. in responding to a normal value review of anti-dumping and countervailing investigation initiated by Canada on upholstered chairs. Responsible for responding to original and supplementary questionnaires, collecting and processing data and submitting comments. The case is currently in progress.
Represented the Guangzhou Rongtai Hardware Products Limited in responding to an anti-dumping investigation initiated by India on telescopic drawer slide. Responsible for formulating the response strategy, responding to questionnaires, collecting and processing data, and submitting relevant comments. The case is currently in progress.
Represented Foshan Shunde Dehong Glass Industry Co., Ltd., Zhongshan Cucinarte Intelligent Kitchen Co., Ltd. and Foshan Dimple Electric APPLIANCE Co., Ltd. in responding to an anti-dumping investigation initiated by India on Chinese tempered glass. Responsible for collecting, analyzing and processing relevant data of 8 companies including supply factories and traders, responding to original and supplementary questionnaires, assisting the investigation authority during the verification visit, submitting relevant comments. Obtained the 0% tax rate for all 3 groups of companies.
Represented the TTM Group in responding to an anti-dumping investigation initiated by India on Printed Circuit Boards. Responsible for collecting, analyzing and processing relevant data of 6 companies including supply factories and traders, responding to original and supplementary questionnaires. Obtained the 0% tax rate for 5 factories.
Represented CCCMC in responding to an anti-dumping transition review initiated by the United Kingdom against ceramic tiles. Responsible for formulating the response strategy, responding to questionnaires, collecting and processing data, calculating the dumping margin, writing comments in both Chinese and English, writing the speeches of all parties in the hearing. Participated in the hearing in the UK.
Represented Lingong Group Jinan Heavy Machinery Co., Ltd in responding to the anti-dumping and countervailing investigation initiated by the United States on aerial work platforms. Submitted multiple comments that were adopted by the investigation authority, prompting the U.S. Department of Commerce to no longer recognize the " Credit of the Export Buyer" for the first time in more than a decade. The relevant responding strategy is still used by all Chinese responding companies and their attorneys.
Represented CIMC (China International Marine Containers (Group) Co., Ltd.) in responding to the anti-dumping and countervailing investigation initiated by the United States on chassis. Responsible for responding to the countervailing part of the original and supplementary questionnaires of 13 affiliated companies. Responsible for data collection and analysis, submitting multiple comments, and led and passed the rigorous U.S. remote verification.
Represented the Chinese industry in responding to an anti-dumping investigation initiated by India on Belting Fabric and the result was no injury. Responsible for writing comments in Chinese and English and the speeches of all parties at the hearing. The amount involved in the case was RMB 56 million.
Represented the Jincheng Sanying Fine Materials Co., Ltd. in responding to the sunset review of anti-dumping investigation initiated by India on ceramic rollers. Responsible for responding to original and supplementary questionnaires. Obtained a winning result of no-measure.
Represented the Chinese industry in responding to the safeguard investigation by Philippines on automobile and achieved a complete victory. Responsible for responding to questionnaires for the companies involved, writing defenses in Chinese and English, and writing speeches for all parties at the hearing (including Chinese government representatives, clients and foreign lawyers). Clients included well-known automakers such as Ford, JAC Motors, SAIC, and Jiangling. The investigating authority fully agreed with our views, especially in citing extensively the cases and views from our comments.
Represented the Chinese industry in responding to the safeguard investigation by Malaysia on ceramic tiles and won the case. Responsible for responding to questionnaires for the companies, writing defense in Chinese and English, and writing the speeches of all parties at the hearing. The amount involved in the case was RMB 840 million.
Represented the Chinese industry in responding to the safeguard investigations on Prepainted Galvanized Iron (PPGI) and Prepainted Aluminum Zinc (PPGL) initiated by Philippine and won the case. Responsible for writing the defense in Chinese and English and the speeches of all parties at the hearing. The amount involved in the case was RMB 490 million.
Represented the Guangdong Winto Ceramics Co., Ltd. in responding to an antidumping investigation initiated by the GCC on ceramics. Submitted relevant defenses. Visited Riyadh, Saudi Arabia to participate in the hearing, and became the only mandatory respondent company that passed the verification and obtained the lowest tax rate in the industry. The investigation authority recognized relevant modifications to the questionnaire settings and used the modified questionnaire form in subsequent related cases in other countries.
Represented the Fangda Carbon New Material Co., Ltd. in responding to an antidumping investigation initiated by the EU on graphite electrode systems. Responsible for the formulation of the response strategy for major companies, responding to the original and supplementary questionnaires for three key related companies, and participating in the remote hearing of this case. In the end, no measure was taken.
Represented the Taishan Fibre Glass, Inc. in responding to an anti-dumping and countervailing investigation initiated by the EU on glass fiber fabrics. Responsible for responding to the complete questionnaires and supplementary questionnaires of three affiliated companies, submitting relevant comments of the margin of subsidies. Participated in the entire process and ultimately passed the rigorous on-site verification visit.
