Vincent Qian is the senior partner of the firm and is currently serving as the Lead of the Dacheng Belt and Road (B&R) Research Center and Co-Lead of the Dacheng Energy, Natural Resources and Environment Sector Group . His main practice includes mining and energy, real estate, engineering construction, cross-border investment, international trade, corporate M&A, restructuring and liquidation and dispute resolution.
He was admitted to bar since 1996 and had worked in the central government in charge of natural resources administration under the State Council for several years. He has extensive experiences in both transaction, litigation and arbitration, with particular expertise in handling different legal matters in respect of mining and energy (including renewable energy), real estate and construction engineering, project financing, mergers and acquisitions and restructuring, liquidation, ecological and environmental protection, production safety, ESG, corporate compliance and risk management, cross-border investment and trade, and representation of litigation and commercial arbitration. He serves client from both domestic and around the world including Minmetals, Rio Tinto, Chinalco, Zijin Mining Group, China-Coal, etc..

He has been widely recognized in the legal industry. He was awarded the "Beijing Excellent Lawyer" by the Beijing Municipal Bureau of Justice and the BLA, quoted in the Legal 500 as the Project and Energy Lawyer (2020 and 2025), quoted in “Who's Who Legal” as the Mining Lawyer (2020), recognized as "Beijing Foreign-Related Service Lawyer" by BLA and “the BRI Lawyer" by BCLA.
He received bachelor’s degree in engineering from Chengdu University of Technology (formerly Chengdu College of Geology), LL.B from China University of Political Science and Law, LL.M from Peking University and LL.M from Chicago-Kent College of Law, respectively.
Rio Tinto - provided legal services for its exploration activities in China for ten consecutive years, including legal consultation, review of joint venture contracts, updating of Legal Register and legal training on legal compliance, provided due diligence services for Rio Tinto’s China Exploration Team and provided geological and spatial data compliance legal consulting services for Rio Tinto’s exploration activities in China;
Minmetals Rio Tinto Exploration Co., Ltd. - served as its perennial legal counsel, providing Chinese legal consulting services for its mineral exploration and development business within the territory of China;
Minmetals Exploration and Development Co., Ltd. - served as its perennial legal counsel and provided comprehensive legal consulting services advised on projects in Hong Kong, Luxembourg, Canada, Tanzania and other regions; for its coal, lead-zinc, gold, iron ore and rare earth exploration and mining projects in domestic provinces and autonomous regions including Gansu, Henan, Guangdong, Qinghai, Guangxi, Anhui, Jiangxi and Inner Mongolia, provided due diligence, transaction structuring, drafting and reviewing of contracts and agreements, and assisting in closing;
